Crimea in figures: 12 years of sustained growth

On 18 March 2026, the Day of Crimea’s Reunification with Russia, President Vladimir Putin held a videoconference with the Government members. Deputy Prime Minister Marat Khusnullin and Head of the Republic of Crimea Sergei Aksyonov reported on the peninsula’s socioeconomic development, the implementation of the state development programme, and plans extending through 2030.

General development progress (2014–2026)

● 1.3 tn roubles allocated for the development of Crimea and Sevastopol (with the majority directed to Crimea)
● 760 bn roubles allocated for transport infrastructure
● 1,670 km of roads brought up to standard
● 52.5% – share of regional roads meeting standard requirements (below 50% as of early 2025)
● More than 760 facilities and projects completed since 2014 (including 58 in 2025)
● 99.8% – budget execution rate of the state programme as of 2025

Investment and economy

● More than 1 tn roubles in extra-budgetary investment attracted to the economy of Crimea (surpassing the target of attracting 1 tn roubles over four years)
● More than 1,600 residents registered in Special Economic Zones (SEZs)
● 130,000 jobs created through SEZ projects
● More than fivefold increase in regional budget revenues compared to 2015

Construction and housing

● 2.6 mln sq m of residential and non-residential real estate commissioned in 2025 (27% higher than in 2024)
● 12% more real estate built per capita than Russia’s average
● More than 14 mln sq m of housing constructed since 2014

Transport and roads

● 760 bn roubles allocated to transport infrastructure over the past 12 years
● 1,670 km of roads brought up to standard
● 52.5% of regional roads in standard condition (target: 60% by 2030)

● Under construction:
○ Alushta bypass road (scheduled for completion in late 2026)
○ Exit road from the Tavrida Motorway towards Sudak
○ Expansion of the Novorossiysk Motorway (Simferopol-Dzhankoi) to four lanes as part of the Azov Ring Road project

● A slip road to the village of Privetnoye is currently being designed

Ecology and sewage treatment facilities (STPs)

● 24 facilities included in the sewage treatment plant (STP) construction and renovation programme
● 54 bn roubles allocated to the STP programme
● 8 STPs put into operation
● 12 STPs currently under construction
● 4 STPs at the design stage (the largest facilities in the Republic of Crimea)
● 95% – planned share of purified wastewater, previously discharged into the Black Sea, upon completion of the programme in 2030
● 15,000 cbm per day – capacity of the new STP in Mindalnoye (Sudak)
● Treatment capacity has tripled compared to the facilities that operated before 2014

Tourism

● 7.4 mln people – tourist flow in 2025
● Increase of 1.1 mln people compared to 2024
● Tourist numbers have nearly doubled since 2014
● 11 km of embankments are planned for construction and renovation, including in Koktebel, Saki, and Yevpatoria

Social infrastructure

● 113 facilities completed in 2025 under national projects in education, healthcare, culture, and sports
● 14 facilities completed in 2025 under the state programme for the development of Crimea
● Federal Children’s Rehabilitation Centre in Yevpatoria – first stage opened, providing capacity for 300 children
● Artek International Children’s Centre – construction of new facilities is underway
